FEMA is needed more than ever by states because of costly disasters. But project 2025 would cut funding for FEMA and disrupt disaster relief. Federal government would provide less help and push responsibility to states that cannot afford rebuilding. Resulting in more deaths, suffering, longer recovery time and greater risks across the US.
People will need to get financial aid during the hard time of nature disasters, such as storms (e.g. Hurricane Helene and Milton) and pandemics (e.g. Covid-19). These social programs will work and help people getting through their hard times.
Not enough has been written about the people Trump would put in power if he is elected. Do voters want a government run by the likes of Steve Bannon? Roger Stone? Michael Flynn? Vance and others? Election deniers who must be liars or lunatics. Survey of historians rank Trump as the worst president in executive appointments. But unlike first term, there may not be adults in the room to restrain his worst impulses. In second term, Trump would politicize federal workforce and force out many experienced and knowledgeable public servants. Thus opening the door to corrupt hiring based on politics instead of merit.

All FEMA money provided by congress has been spend on disaster relief. Any other use is illegal under the law. No evidence FEMA funds have been diverted to foreign aid or immigration. But false conspiracy theory conflates FEMA disaster spending with separate program for homeless people.
