is it fair that refs hold a team from hiking the ball while the clock is running and make them take a TO. Shouldn’t the opponent take a TO?

Basically, the Pack won 27-6 and 27-10 before two garbage time Td's in both games against two of the top 4 teams in the NFC.  Both at home, I get it, but the rule of 27 (Favre, Rodgers, Love) might be a real thing!??? Packers need to play better Offense in second half and keep going and put teams away but a good start!  They are the Brewers, don't know how they do it, they just do!
