2nd and 2. If play runs they burn TO one and Steelers likely get 1st down. Then 2 TOs left. So Steelers likely can work clock further. By giving up the 1st down they saved tons of clock and gave themselves a chance. Steelers should have declined.

Next, why would the Steelers decline the additional yardage on the 2nd down holding penalty? Accept and push them as far away from the end zone as you can. In that case I’ll take 2nd and 20+ instead of 3rd and 14. Maybe 2nd down would be incomplete. Then it’s 3rd and 20.
