Not sure about this contest, but most contest at the casinos require you to submit weekly picks in person. I was told that I could not email entries. Some might be different but I haven't found one that is. Leroy's Contests also require in person entries. I do know that residents of Nevada have some sort of phone gambling, but never checked it out as I do not reside there.

A guy does this for $250 plus 10% of your after tax winnings if you win.
You can likely get the proxies name at the casino.

Somebody has to register and turn in your picks. Can't be done over the internet.
