they can control salary caps with their current roster but not in the long term since they are locked up with Shohei, Yoshi, and Skubal to name a few. If they get imposed with a salary cap by the league that will hinder them to sign big names while keeping the main guys in their turf. That will make the business side of baseball unpredictable and in any business, unpredictability is not good. They need to exercise some form of control.
What they are trying to do is to keep the main guys and sign new guys at a "fraction" of future "value", staying competitive to have high attendance from fans and making everything look like its fair because it is sport but in reality it is not because the owners are richer at present time and will get more richer by the end of the day.
They want to make it look fair in the spirit of the sport but in reality it is unfair because the have more dollars to spend and justifying this to get more dollars from the fans and the public.
Even a broken clock is right twice a day.

The Dodgers , just like any team is many players , so for a team to may be tank or not tank there has to be the owner who ORDERS all the players to lose ; not like in tennis where one player can lose on purpose for whatever reason , so can an owner really tell openly 15 players to lose on purpose ??? That is the question.
