He gets injured in the chase, goes to the hospital and he walks out, goes on the run while the Keystone Cops are trying to decide whether to file charges.

Does anyone actually believe that the government (on any level), which by the way, it's first responsibility is to "protect the public" has a clue on how to accomplish this? My answer is no. It's nothing but a money grab of tax dollars with the illusion that they really are concerned about the citizenry (city, state & federal).
