Alaska Pollack fish were sent to a breaded fish patty center.

However the food is made in USA Alaska and can not be shipped to or in America without arriving and handled by USA companies. So one crane operating sometimes 24 7 where 50 frames operated at 12 ports all the time can not leave Quebec for America days

 Cause the cargo wasn't originated in Canada or wasn't held just in us interests.

All I am saying not condoning but if the Polish fish originated from British Columbia then we could pack as breaded fish sticks... Maybe it was Canadian after all.. ??

To put this in context free lunch program for America public schools hinge on cost. Fish sticks become a main stay as the diet is religiously tolerant and inexpensive per serving.

U.S. Customs and Border Protection has issued more than $350 million in penalty notices to several companies involved in shipping seafood from Dutch Harbor in Western Alaska to the eastern United States, according to a complaint filed in court from two of those companies.

The federal agency is alleging violations of the Jones Act, according to documents filed in the case. The law requires that vessels carrying goods between two U.S. points be American-made and American-flagged.

Kloosterboer International Forwarding and Alaska Reefer Management, providing transportation and logistics services as part of the American Seafoods Group family, filed the 35-page complaint in U.S. District Court in Anchorage on Sept. 2.

The two plaintiffs are suing to stop the penalties. They contract with ship owners, cold storage operators and trucking and fishing companies to transport frozen seafood. American Seafoods is a frozen-at-sea processor of Alaska pollock and other fish.

The supply chain works like this: The frozen fish leaves on ships from Dutch Harbor to the Lower 48, traveling through the Panama Canal to a port in eastern Canada near the U.S border.

From there, the fish is loaded onto trucks that are temporarily loaded onto flat rail cars along 100 feet of track before they drive into Maine. The seafood eventually reaches fast food restaurants and other outlets in several states.

The East Coast supply chain uses foreign-flagged vessels to deliver the seafood. But the companies claim they comply with the Jones Act because of a provision allowing an exemption, in part because the frozen seafood makes the brief trip from Canada by rail before it reaches Maine, the complaint says.

However, penalty notices have apparently been issued because the Canadian rail route is used, even though the agency has supported the route in its published interpretative rulings, the complaint says.

The suing companies say the notices threaten that long-established supply chain and jobs in Alaska and the Lower 48, according to the complaint.

“CBP’s penalty notices effectively have shut down a critical shipping route that — for over 20 years — has been approved by CBP as complying with the Jones Act, and which is essential to the delivery of frozen seafood to consumers, fast food chains, and school lunch and food bank programs throughout the United States,” the complaint asserts.

Customs and Border Protection “does not comment on matters under litigation,” the agency said in an emailed statement.

“Nonetheless, lack of comment should not be construed as agreement or stipulation with any of the allegations,” the statement said.

The penalties for Kloosterboer alone total $25 million, the complaint says. Numerous other companies in the plaintiffs’ supply chain have also received notices totaling more than $325 million, the complaint says.

“We are reeling from crippling penalties, Customs has not been forthcoming to share specifics, and Customs’ long-standing guidance tells us we are operating in compliance,” said Per Brautaset, president of Alaska Reefer Management, in a prepared statement on Sept. 2. “We just didn’t have a choice but to try and save our business and our partners’ businesses, and all the jobs in Alaska and other communities that will be lost.”

The national school lunch program has for decades required school districts to buy American-made food. But that doesn’t always happen when it comes to fish.

“There was a major loophole,” Sen. Dan Sullivan said. “Major. That allowed, for example, Russian-caught pollock, processed in China with phosphates, sent back to the United States for purchase in the U.S. School lunch program.”

Let’s break that down: Rather than buy fish sticks made of Alaska pollock, many school districts buy fish caught in Russian waters that are frozen, sent to China, thawed, cut up, sometimes plumped up with additives, refrozen and sent to the U.S. And it qualifies for a “Product of USA” label because it’s battered and breaded here

Border Protection is worried about breaded fish sticks from Alaska, but they couldn't care less about the tens of thousands of illegals crossing our borders from God knows where...

Maybe the grievance is they want you to eat fish caught in Russia and processed by Chinese for our School children's nutritional needs.... 

My sister is handicapped and lives on SSI.She will sometimes go to the local food pantry on Monday and I drive her and help with items.A couple months ago there were plastic bags of Alaskan Pollack bagged by USDA.  She took 2 bags of frozen fishsticks and when I got her to her home and unpacked she gave me 1 bag because she had limited freezer space.I took the fish home still frozen and put the bag in my crisper to defrost.The bag may have set in the refrig for 2 days before I pulled it out.As I held it up the bag was alive with countless little white grubs but the bag was still sealed.

Then that fish could be described as not fit for human consumption.

If food is left at port without sustained frozen then parasites can grow.

United states docks are not functioning.

Billions of dollars of cargo remain on ships at every major docking harbor . 

So shortages can materialize hence greater demand hence inflationary projections. 

Where the shortage is derived from man made logistics. Crude ships cargo vessels is not available but it isn't that far away literally less than a mile from the unloading gate. Just sitting at sea. 

It can't take in new cargo or go any where so the traffic jam in the harbor continues.... 

Alot of money to made....

In lui of fish sticks it is ok. 

Most menus NIW offer chicken figures or nuggets. 

As far as trying to get anything in America through our docks good luck. 

The ships continue to arrive faster than processing. ....

if there exporting food chances are it isn't the best available....
