I have a friend who wants to start betting offshore but rents a room in a private residence.  Is it that big of a deal as far as far as getting payouts?  Thanx

Depends I know with 5dimes I had to send a copy of a utility bill etc. I would contact the which ever book he wants to use

Certain books do not requite ID or bill if you use bitcoin only

Your friend probably has a utility bill but just doesn't realize it's a utility. Get a pdf or paper copy of his cell phone bill that'll have address on it. That's what I used.
