I find it very misleading if the Interblock roulette machine is Not Random but in fact set to hit numbers and pay people when it chooses like a slot machine. Any knowledge about these machines would be of great help.

There is a lot of litterature on RNG's. There is no "true" random number generator, but rather pseudo-number generators are used. The most popular ones today are LCG's, I believe:
They actually follow a deterministic sequence, but they approximate a random draw pretty well (although the sequence will repeat periodically - even though that period can be something like 2*10^30 - meaning that you can actually predict the next number after 2*10^30 repetitions, but by that time you will probably already be bankrupt).

I hear a lot of speculation that online casinos are rigged. But, honestly, there's absolutely no reason they would ever need to be.
With a 4-10% house edge per hand/spin on most games and the ability for a player to get in several hundred hands per hour (vs 15-30 at an actual brick and mortar casino), the hourly rate of return has to be off the charts. Why in gods name would you ever want to jeopardize that just to steal a few extra percent by putting out a non-randomized game.
