Are referrals necessary for heritage signup?

I've been trying to sign up for heritage, but I keep on getting stuck on the loading screen. Like a few other threads I've found on this site, I've called support and they tell me to try different browsers. I've tried several different browsers on different internet connections. all the same problem.
