Excellent points Gar, both of them! Public perception and who gets caught the most is EXACTLY what counts as nobody is nieve enough to believe that this stuff doesn't go on everywhere to some degree.
The first two schools that immediately jump to mind IMO when somebody says "who cheats the most" are Alabama and FSU. Those two schools are always in the news for some type of investigation and are too numerous to list here. Oklahoma was pretty bad with Barry Swtizer and the much more recent Bomar-car dealership scandal also keeps them in the conversation. I'd also like to cast a vote for the OSU Buckeyes who have had several instances of alleged academic cheating (Maurice Clarett not finishing his final exam and who can forget the infamous A. Katzenmoyer class schedule of AIDS and Golf!)
In reference to your second point,..... there are MANY MANY different kinds of cheating. Oregon and Oklahoma State for example have benefited tremendously by having insanely wealthy and over-zealous alumni / backers like Phil Knight and T. Boone Pickens who have seen to it that these schools have a competitive advantage in terms of equipment and facilities (not to mention the 'wow' factor). These supposed 'legal' contributions have benefited their respective programs tremendously especially as it pertains to recruiting.
Bottom line, everybody does it, but the smart schools know how not to get caught and know enough to not let it become part of public perception. For those that do (aka Bama, FSU, etc) the NCAA and the press will always be looking over their shoulder......
