yeah, that strategy is sound if the 16 seed is looking to get shutout.
So I guess you should run and gun against a team that is bigger, stronger, faster, and more athletic.
I mean it hasn't worked 114 times in a row, but maybe it will the 115th time.
the shot clock is 0:35, so your proposal makes no sense. & i would imagine #16 seeded coaches have thought about every angle to pull of a mammoth upset against a #1 seed.

Great teams can employ this strategy, for example, wisconsin, because they simply have 5 guys on the floor who are comfortable handling the ball. Most of these 16 seeds are teams who won insignificant conference tournaments in much less competitive basketball.
The strategy is much different when you're losing. It's hard to spend 35 seconds when you're down 10+ points. Guys get nervous, they are lower calibre players, and they haven't seen guys of that athletic stamina, for 40 minutes.
