I think that the most fair way to decide is over the next 3 season, the team with the worst record gets its doors locked...
I think this is a win-win because owners will be more invested in putting out a quality product on the floor rather then "rebuilding = too cheap to pay for a quality product"
Players and coaches are playing for their contracts... If their team loses then they have to try play themselves on a team and take another player's spot...
I can guarantee you an improvement in seriousness and competitiveness in all regular season games, especially the ones that currently seem meaningless...

So based on this logic the NBA very well could be without the New York Knicks (5th in attendance last year) or Golden State (9th last year).
And the league admitted salaries are too high and you are saying make the bottom feeder drop out so that owners spend money. Yeah so now not only the top dogs spend money but the bottom feeders in your plan are now overpaying players.
