Are betting exchanges legal in vegas. ?



Lets says ..... Joe bet a Sunday football game as soon as the line is released. .... (Lets say 6 days before the game)
Joe takes The Bills -3 for $500. (lets say) 

The spread jumps to -4.5 by game time. 

Is Joe legally allowed to sell his ticket for a premium  before the contest even starts? 

If so where? 

Also, how much is a 1/2 point worth on a $500 dollar bet?

Small  wagers like $500 would not be much of an issue...although it should still be a "private matter" and not publicized...as through some "exchange" (like StubHub for tickets).....
