So if a canadian wins anything he has to answer a timed math question of skill? Is this because the canadians are that bad at math and they assume they will get it wrong or is it the people in the U.S. are to stupid to answer the question?

No it's just a requirement in Canada that any winnings exceeding a certain amount you have to answer a question. To my knowledge the answer is quite easy and can be done on a calculator, which I believe they provide
