I think the commonality is that these countries respect education. They pay teachers like real professionals. They want an educated populace that can support a technologically diversified economy.
It is quite the opposite here. The elites want a stupid populace that can be easily manipulated into supporting issues(mainly tax issues) that are not in their best interest. We love Capitalism, but it somehow doesn't apply to teaching our children. Also, the culture here is different. It is socially acceptable and even fashionable to be stupid and uninformed. Like people supporting foreign occupations for no good reason and constant faux-patriotic drivel that is incorporated into the media at every opportunity.
