Corruption/fraud are present in all aspects of society. That is human nature. The thought of supporting someone's drug habit via welfare is certainly troubling to say the least.
BUT. The crux of the argument is whether it is worth spending millions in an effort to save a few hundred thousand. Common sense and fiscal responsibility trumps principle. It just doesn't make financial sense to conduct this type of program.
Yes, that means that your tax dollars will support a few addicts. At least those addicts aren't running the streets committing crimes to support their habit. It is also cheaper to maintain these people on the outside, opposed to housing them in a correctional facility. In the end, drug abuse is a health problem and the US isn't in the business of treating it as such, which is a larger problem altogether.
