In your Christian view, should that matter? If he genuinely seeks the lord and repents his sin (or any other criteria required to get into Heaven) should he be excluded from Heaven?
I didn't see in the bible that anyone was excluded for a certain type of sin. Maybe I missed that part. Can you quote to me in the bible where it says: People who committed sins A, B, and C need not apply.

And for the record I am not for welfare in most instances either i.e. handicapped, mentally ill, basically people who have legitimate reasons why they can't work. Just want to clarify that.

So yes, he should be excluded.
And yes, there are degrees of sins and differences in judgement.
Therefore whoever relaxes one of the least of these commandments and teaches others to do the same will be called least in the kingdom of heaven, but whoever does them and teaches them will be called great in the kingdom of heaven. Matthew 5:19

So I am not at all clear on how you arrive at the conclusion that Luke 18:13 supports the notion that all you need to do is ask for forgiveness and you will go to Heaven.
Nothing in the Bible says this, Jesus does not promise us that, and I think you are incorrect in saying so.

However, my sentiment is still the same because when you search "criteria for heaven" or "how to get into heaven" the same message comes up in every Christian website and it's the same message I have heard every religious figure say: confess your sins, seek forgiveness, give your heart to Jesus, etc and you will be welcomed to heaven.
Now if that's not the message then you really should start getting in contact with Christian leaders who use the sinners prayer in that manner.
According to them, all Castro has to do is seek Jesus and he is Heaven bound.
I would actually take your opinion in the matter and that he is eternally screwed but I'm not on tv or writing books about this type of thing.

I agree that sane people who live by biblical principles don't go around kidnapping, raping, and beating people. With that being said, there are crazies from all walks of life who commit atrocious acts for all sorts of reasons. Hate to keep bringing Eric Rudolph back into the fold but he thought he was living by biblical principles as well.
However, source after source, website after website, and preacher after preacher have taught that no matter how severe the sin, if you repent and accept Jesus into your life you will be saved.
Personally I hope your right and there is no way for this scumbag to go to Heaven (should it exist). However, from everything I have read and listened to on the subject matter, he can still be saved.
