Big sites like 5dimes, Bet365, Pinnacle have alternate run lines where you can bet +1.5 on the fav's and -1.5 on the dogs. Some of the RL you see posted on SBR are for those because in the old days, SBR did not update the RL +1.5 to -1.5 when dogs became fav's and when fav's became dogs.
Rules say play the closing dog. PHI was a closing dog on 5dimes & every major site.
