Great note on this game:

Jackonsville have given they have given up only 21 TDs. However, they had a bye week already so they've played one less game than most of the other teams. They've also allowed five defensive touchdowns.  Also, Tampa Bay has given up 177 points in three games, which comes out to 59 points per game.

Jacksonville: all four of their games have gone over 100, with an average of 113.75 points per game.

Tampa Bay: only one of their three games has gone over 100. They average only 86 points per game. That is mostly because Tampa Bay is horrible and can't score points.

Average those two together and you get 99.875. So this line is spot on. I lean toward the over though. Yes Tampa Bay has scoring issues, but they have played the top two defenses in the league. Jacksonville has the second worst scoring defense so Tampa Bay should be able to muster some offense.
