Would it be fair to look at what the cowboys did in the off-season to prove my point valid. Then compare the other teams that didn’t do as many signings.

In my opinion the Cowboys got some older but better talent. The Eagles lost talent.
Most Super Bowl winners are affected by contracts the following season but some teams can overcome the losses. Usually the teams that overcome the losses had some talented youngsters in the depth charts.
Some significant Cowboys defensive talent list a little if time with injuries last year as well. I am bias here I bet Dallas+7 because of what could be.

I believe The Eagles had a good draft and free agency. As good or better than Dallas.
Their offense is exactly the same starters as last year, except right guard.
Washington had a great free agent signing.
Dallas is 3rd best in the NFC East.

New GM, New HC (who's never been an NFL HC before), and new QB (who appears to be a mediocre QB) ... There are teams w/ some sort of stability looking to take the next step,.... and then there's teams like the Jets with a lot of moving parts whose next move appears lower.
