The actor who plays the bank manager is William Fichtner.
And although Fichtner is hardly a household name, he is not exactly a two-bit character actor either. You may recognize Fichtner from his work in movies such as Armageddon, Black Hawk Down, and Crash and one of my favorite TV shows Prison Break.
Now the reason people are assuming he is the Riddler is because he was never named in the credits for TDK.
Leaving many people with way to much time on their hands to come up with a crazy theory that he is the Riddler.
But in reality there is nothing to the rumor.
This is a far fetched rumor.

After reading your post, I decided to do some checking on the net. What Weathered brought up seems to be the most popular theory, followed by that of Coleman Reese ("Mr. Reese", "Mys-ter-ies").
If they decide to go The Riddler route with the third Batman film, however, it seems Johnny Depp is the hands-on favourite.
And on a side note: Dude, you gotta do something about your avatar... Everytime I see it, I lean in to sniff my computer screen...
