Anybody know the name of this movie??

Its an old movie about these siblings that became foster kids and were separated, their mom was a hooker and their dad is an alcoholic or something.  Years later, the oldest son grew up and started looking for his siblings.  I remember a scene where one of the kid were eating cereal with milk mixed with water cause they were so poor.
