The NFL is an entity and an employer so they are not bound by the same rules as a court of law (evidence, standards of proof, etc.).
Now, the NFL has instituted a player conduct policy. Don't be fooled; this is not because they care about how their players act, but rather, bad publicity.
Now, if we create a black line, what exactly would it be? If someone is accused of a crime, do they sit? If the evidence is such that it seems likely, do they sit? If there is extrinsic evidence (bruises, videos, witnesses), do they sit? The reality is that most domestic violence cases are he said/she said. Is an allegation enough?
Based on all this, I absolutely agree with the OP premise...the can of worms is what standard is the NFL using for enforcement.
