An injury to the officer like a blowout fracture to his eye socket could very well have impaired his shooting ability..possible reason for six shots being fired.
He probably was aiming for center mass but due to vision problems from a fracture eye socket his first 4 shots hit the right arm of the unarmed college bound teen instead.

I think cops are trained to shoot 2 chest one head (center mass). So that's a mandatory 3 rounds. Add 300 pounds and 6 is required, especially when your eye is smashed in.
