I certainly agree with the author that crime control policies are just big government pork - and there is plenty of excessive spending which should be examined.
I don't know off the top of my head what policies you could enact that would make prisoners more "ready" to go back into society. We have a high recidivism rate in America and honestly I would expect that a lot of the criminal class never had a job and has no interest in finding a job.
The group in or coming out of prison also isn't really a political constituency so they have no clout, and nobody else is really taking up their cause so this issue just gets ignored, and the problems worse. Seriously addressing some of the problems in this area is the right thing to do. However, it is a culture problem and the left simply will have nothing to do with having an honest conversation about how these people live their lives and how government could address the cultural problems.
So we're stuck.

I've always liked the Japanese notion that a day on a sentence is only served if it is served "well." You don't cause troulble, you shut your trap, you do your job and you go back to your cell. If you don't, that day doesn't count. I don't really understand why we've allowed our prisons to become what they've become.

there are so many problems with the prison system. a guy gets a conviction for something nonviolent or just stupid or something he arguably didn't do and in many cases it stays with him forever and his ability to get a job is seriously compromised. if you take away a person's ability to support himself and a family forever, is he more or less likely to commit another crime and go back into the system?
and then there's the fact that you put nonviolent and harmless people in prison with a bunch of serious criminals and then just open the door one day when their sentence is up and expect them to integrate back into society.
basically, there are a lot of people in ther criminal justice system who either just made a mistake or are harmless or can be rehabilitated who are set up to fail and go back into the system.
maybe no one gives a garbage about them because they at least partially put themselves there but the rest of us have to pay for it when we'd all be much better served not paying or putting that money towards programs that help these people get back to becoming contriubting people.
someone can look it nup but i would guess the amount of taxpayer money that goes into the DOJ and our prison system is ridiculous. of course, that doesn't factor in the amount of state and local taxes that go into state and local jails/prisons.
