Kinda seems like a silly question to me to be honest. I'd say that there is no country in the 21st century organized along libertarian lines because libertarianism requires and relies upon human actors to willingly sacrifice power in exchange for both collective and individual liberty -- something that most people (especially those who seek positions in government) are unwilling to do.
