One only needs to look at the 9/11 attack to understand that. The 9/11 hijackers were on the radar of the FBI for almost a year before they acted. The CIA had credible intel that an aerial attack using Commercial aviation was a strong possibility through foreign intercepts.
When it came across the FBI's desk that numerous people on their watch lists were involved in pilot training that should have been a slam dunk. Instead of fixing the problem they further fractured the situation with the DHS who now runs all local and state police.

Also what if airline companies want to hire pilots who aren't quite qualified but if they will work for a cheaper salary then why not hire them.
But why don't they just put these questions on the voting ballots and ask the American people what they think and if they ultimately feel safer when the federal government regulates airlines.

If these things had to come up in earmarks, and politicians were forced to atone for their earmarks for big oil or wasteful ethanol, I think there would be more discretion.
