Simple strategy. Throw out Nadal, Federer, Djokovic. ANY underdog getting more than 5-1 odds against ANYONE else, put $50 on them. I guarantee you will come out ahead by the end of the tournament. Roddick, Murray, Verdasco all bounced in straight sets as massive favorites. The players just do not care.
In the majors, pound the favorites for the first 3 rds. Otherwise, ride the dogs all the way in all non-majors. Very simple sport to bet on.

This tourney in particular is nothing like I've ever seen before, especially for a Masters event. This is worst than challenger players taking turns beating up on each other week after week.

Haha! How right you are!
I've been watching tennis a long time now (although I've only been betting it for less than a year) and I cannot recall as many upsets on a Masters tournament ever!
To be honest some of these so called Top 30/40 players are quite poor and apart from powerful serves they have very little in terms of finesse, technical ability, mental fortitude.
Just makes you appreciate the players of the past like Sampras, Becker, Lendl, Agassi, Courier et cetera even more

any sport, easiest way to make money, win money is + money any time!!!
Being cynical might pay off when gambling. In a sport as full of headcases and underachievers as this when you are betting on someone to not reach their potential there is a rich well of opportunities to draw from.
(and on the flip side some of the headcases mostly suck but can be good so they get great plus odds. almost all headcases, just the more consistent ones have to lay the juice, so you can play it both ways)
Some people say that betting small tournaments is suicide. Not if you like dogs. A dog-centric strategy well played would IMO win in slams too but not at the same % as these smaller tournaments.
I do not like the uniform approach the OP suggest at all but think betting only dogs is the way to go in these tournaments unless 100% dead set convinced and even then you should not lay more than -200 just because it is a fucking psychotic circus out there, a true bizarro world.

What makes it even more jarring is that it follows an extremely upset filled Indian Wells, with Kohls beating Soderling, Murray losing as a -3000 and many more notable upsets. People were saying that was one of the craziest tournaments of the year but then this one came and totally topped it.
Fucking insane.
No way in holy hell that there has ever been a run of upsets back to back in Indian Wells and Miami 1000 series like this in any of the many years they existed prior. What we are witnessing feels historic from a gambling perspective.

Big upsets are very, very rare in the first couple rounds of the majors. Best of 5 sets + the top players are trying = big favorites advancing almost at will.
Tennis is simple:
Parlay the big favorites in first 2 rounds of majors.
Make single plays on the big dogs vs everyone not named Rafa, Roger, Novak in the non-majors.
