If you want to assume this is single deck and he didn't have 2 7s there are only 22 cards left that would make him bust( not counting what the other guy at the table had) So that would drop Steel to a 43 % chance of busting instantly, but a 53% of losing without the dealer taking another card. So if you just want to take the simple math without getting into probabilities or anything the player who is willing to gamble that the dealer will bust will never be the winner in the long run as the dealer has at the minimum a 53 percent chance of winning if you don't take another card.
