Anytime anything like this happened under the Bush Administration they wouldn't hesitate to raise the threat level. A lot of times they were criticized for doing this. Bush didn't care what his detractors thought, the media or otherwise. I think the Obama Administration is being more careful. Maybe too careful. He wants to be seen as a uniter with Muslims and Americans. Because of this he doesn't want to raise the threat level and the media will be less likely to report this.
If you believe the media (TV, print, etc) is on his side then you may believe they won't report it because it will make Obama look weak.

Threat levels are such a joke. The whole concept is a fear mongering tool to push policy. This is probably why the government is creating domestic threats.
