Franklin was expected to be a mid-round selection, so he went pretty much where the draft experts expected him to. Now whether the experts undervalued him coming into the draft is another question.
Lacey and Franklin are different type of backs. Franklin's skill set is closer to what modern pass-happy NFL teams are looking for - a good receiver out of the backfield with blazing speed. He's very similar to someone like Darren Sproles at New Orleans. Lacey, on the other hand, is a bruiser who is slow by running back standards. I tend to agree with you that Franklin's skill set is probably a better fit for the Green Bay offense, and therefore may end up being the more successful of the two.
