It allows you to spike the ball if there is a bad snap and try again, they had no timeouts, you can't kill him him for this

There were 13 seconds left and NO timeouts and you have the kick team on the field.  A bad snap and the game is over regardless.  If you think 13 seconds is enough time after the bad snap to then unpile all the players, set the ball and spike it with your FG team on the field you are on serious drugs.  No chance.

The only good thing is the referee help him out by calling a touchdown instead of a fumble at the end of the game.  Otherwise he will be

You're an idiot. A bad snap would not have lost the game. It was first down, he could have picked it up and spiked it or thrown it away and try again...

Yes, he CAN...but you are assuming that happens in a perfect world.  You end the game on the field goal.  Seattle still had 2 timeouts and only needed a FG to win.
