I've been asked about them by a friend but I don't know a thing about them and no one I know does either. I'd like to get into this but I just don't know how.
Any help would be appreciated.

You have to really know what you are doing..each state has different laws and rules about how much you collect and how it is collected.

There are tons of publications out there that give details about each state and how you purchase, how you collect etc etc.

I am not personally interested in this since you are waiting for someone to pay off their obligations and there arent many states that offer a big return for the risk you are taking.

It is a great investment if you know what your doing.  You have to do a lot of research and homework and must know the law for the jurisdiction you are buying in.  It is not as easy as simply going to an auctuin and buying a certificate.  You could get burned doing that.
