Court hands out guidelines for Delaware’s parlay betting

The federal appeals court that ruled against Delaware in its bid to offer single-game betting has given additional restrictions to the state's legalized sports wagering plan.

“Under federal law, Delaware may institute multi-game (parlay) betting on at least three NFL games,” Thomas Hardiman, a judge on the 3rd Circuit Court of Appeals, wrote in 23-page opinion for the eastern state.

Delaware Gov. Jack Markell had made preparations (including spending millions of dollars renovating three racinos) in hopes of offering single-game and multi-sport wagers.

Markell says that Delaware is evaluating the written opinion and admits they are still discussing the state’s legal options. Delaware can still appeal the recent ruling to the U.S. Supreme Court, but parlay betting on NFL games will be the limit of wagering in Delaware for this at least this year.

The panel construed that Delaware’s expanded betting plans would be a violation of the 1992 Professional Amateur Sports Protection Act. Delaware, which offered parlay betting on NFL games in 1976, is one of four states (Nevada, Montana and Oregon are the others) that have exceptions to the PASA.

“Expanding the very manner in which Delaware conducts gambling activities to new sports or to new forms of gambling – namely single-game betting – beyond the extent of what Delaware conducted in 1976 would engender the very ills that PASPA sought to combat,” Hardiman wrote in the report.

Delaware lost its bid at single-game, multi-sport betting last week, when appeal court agreed with the NCAA and pro sports leagues’ opinion that success in single-game betting was based on skill and not luck.

“While we are disappointed the decision does not provide the flexibility we had hoped for, Delaware is still the only state east of the Rocky Mountains that can offer a legal sports lottery on NFL football,” Gov. Markell said in statement.

There is an actual location in place that will provide the line for the games. And by being able to do minimum three team parlay's I am figuring it is safe to say it will be thru parlay cards and not off the board parlays which then could make the system more of a ticket in ticket out self service betting situation which would eliminate all of the job creation the legalized betting would have created for the state. Having this form of legalized betting will not generate any tourism dollars for the state that straight game betting would have because who is willing to go there to make these wagers instead of single game betting revenue. Whatever money the state was expecting will now be reduced to 10 percent of that figure. Just a great job of research and planning by the state of Delaware which will result in their proffitability being reduced 10 fold after all the Lawer fees and operational expenses are factored in. More reasons for people to send their money offshore online.

There isn't enough information i nthis to totally bash the "parlay system". What is the payout scale and what are odds going to be? Who is going to oversee the odds? For f%^ks sake is the gov't going to say "No it's the skins-4 1/2 not 5 1/2" . If thats true holy s@#it this country isn't going to hell its in it. Will the gov't tell them what the payout has to be? If they do I hope everyone aware of this situation realizes how screwed up this country is? It's pretty disturbing. Personally I'd like to see a uprising against the religious nuts that have taken over our courts and political offices. Not to knock evangelicals, but their the culprit in this. If the answer to these are its Delaware's decision. Then the state is still in a good spot. You simply have one team (square) getting 99 points and o/u (square)at 99 and even money payouts on as 3 team parlay requiring you to make your real selection. If Delaware's lawyers can't figure this out and that wouldn't surprise me, you can see the ineptitude of gov't and its affiliaties when the people really need work to be done.

They say "a 3 team parlay". So here's a question: What happens on the biggest betting day of the year - the SUPER BOWL!!! I guess you could pick the side, total, and a prop. (If they even offer props). This is just stupid. Just plain stupid.

it,s year 2010.......get out of the cave days america........ great win for the bookies and organized crime.........they dont get it like they dont get about legalizing some kind of marijuana as well.......could go to health care....new schools ...roads creates employment and it would fo created more jobs and employment in delware..... only inamerica is it truly in so many ways...well look at having bush in office for 2 terms syas everything as well.......in america the justice system is like a kangaroo court and look how many wasted tax payers money with people in prison for dumb behind 3 rd strike rules as well....... building walls around mexico...didnt learn about the berlin wall i geuss either... a country that cannot look after it poor..elderly or have any helathcare for its own people and a average educational system in the world ....... delwasre could of gained alot to that state and the communities....... at least we dont have to worry about redneck or racist rebulican in office at least for another 16 years........

This is complete horseshit. Why the hell are we sending all this money overseas, to Vegas, or to the MOB? Legalize gambling, tax it, control it, get the criminals out. Nice judicial activism by a bunch of egomaniacs wearing dresses.
