The rollout, announced Monday, includes Delaware Park Casino, Bally's Dover, and Harrington Raceway and Casino, as well as every participating Delaware Sports Lottery retail location. The terminals were installed as part of a partnership with gambling technology company Scientific Games and use Caesars Sportsbook technology to generate betting markets and odds.
Lottery director Helene Keeley said the terminals would make Delaware sports betting more convenient and ease the pressure on staff.
“As sports betting continues to grow in popularity, these self-service kiosks meet players where they are in terms of fitting wagering into their day as well as their particular preferences for wagering. They can also support our loyal Sports Lottery Retailers by reducing staff workload and transaction times during peak periods,” Keeley said.
The new terminals allow users to place a wider range of bets, including player props, same-game parlays, in-game bets, and multisport parlays. In addition to the expanded betting markets, the kiosks include a QR code for players to check results and payouts, providing an alternative to clerk-assisted betting.
The system also supports a Bet Ahead feature, which lets bettors create a bet online before visiting a retail location by using a six-digit code that can be entered at a self-service kiosk to retrieve and confirm the bet.

Regional competition
As Delaware continues to expand its sports betting options for residents, it also faces strong competition from neighboring states. Delaware has only one online sportsbook, BetRivers, while retail sportsbooks are located at each of the state's three casinos.
In May, the Delaware Lottery posted a sports betting handle of $18.2 million, a 4.2% year-over-year increase. Revenue was also up 3.6% to $1.2 million. Despite the positive month, Delaware's handle remains far below those of neighboring Maryland, New Jersey, and Pennsylvania.
Pennsylvania recorded a sports wagering handle of $595.6 million in May 2026, generating $52.6 million in taxable sports betting revenue despite a year-over-year decline of 11.4%. The state collected $19 million in sports betting taxes during the month.
To the north, New Jersey reported $85.2 million in gross revenue for May, a 16.9% decline from the previous year when it generated $102.5 million. May’s handle was also down compared to last year, declining 9.6% to $912.9 million.
Maryland operators generated $523.3 million in sports wagers in June, up 29.6% compared to the previous year. Despite a rise in the state’s wagering handle, taxable win dropped 17.6% from 2025 to $38.2 million.
