Inexplicable penalty kick

First, I'll admit that I watch zero soccer outside of the World Cup. I've enjoyed this tournament and would like to learn more about soccer handicapping in the future. These men are incredible, other worldly athletes and it is really fun to watch extreme stamina combined with graceful finesse lead to scoring chances and exhilarating goals.

Having said that, I find it very difficult to enjoy soccer when Kane raising his leg to clearly go for the ball results in a penalty kick, gifting Mexico a 70%+ chance of scoring. To me, legitimate scoring chances are way too infrequent in soccer to have bogus plays like that result in a nearly surefire goal. "Soft" is definitely the word that comes to mind.

If someone can justify this, I'll happily listen and have an open mind.

I get the frustration, but the rule is all about safety and control. A high boot in the box is always going to be deemed dangerous play. Without strict enforcement, players would just fly in recklessly for every loose ball, leading to serious injuries.

 Feels like either player could have been called for a penalty in that situation. I think it should have been a no call for sure but being in Mexico……

it was a clear PK. who would take england -1.5 in that situation to begin with?
