Rory penalty?

I had Rory 1st round over Scheffler, looks like it's going to be a loss, but Rory finished -3 and is now -1. Anyone heard anything? His bogey at the par 5 7th, went from a 6 to an 8. But the coverage showed most of the drop, seemed legit. 

Well now Scottie bogeyed 16, so now I am more annoyed. Ugh.

lol no, he did what the rule was last year and they had changed it. They said last year he would have been fine. And Scottie leaves it about 15 from the hole.
