The building for the Echelon site is still on hiatus and it looks like it wouldn't open until late 2011 at the very earliest.
Fontainebleau (between the Riviera and the Sahara) filed for bankruptcy and is still looking for financing in order to complete the project.
If MGM/Mirage Co. could go back in time I'm sure the first thing they would do is cancel all plans regarding CityCenter.
If/when the three projects above reach completion, don't expect any grand new Vegas hotel/casinos popping up for a very long time, my best guess would be mid to late 2010's.

I'm pretty sure it is going up where the Stardust was, which was owned by Boyd Gaming. So I assume they are the ones trying to build Echelon. Don't think Boyd has any other hotels on the strip though.

Grand Lisboa is something like a 7 star hotel. I got lost looking for a restaurant between the two. Similar to the way Mandaly bay has The Hotel or Wynn has Encore. Im not high rollin enough to stay there I stay at Westin Macau which is on the beach.
It is very easy to take a ferry to Macau from Hong Kong (55min) from there the casino buses wait at the ferry terminal and will take you wherever you need to go. Macau has its own airport as well but if going from the states you should check HK for a few days.
