The people that I think took down the building are the people that took it down---who that is exactly---makes no difference at this point in the game-

but to play the stupid game and pretend it matters who took down the buildings--
obviously your question implies the popular conspiracy theory that the government did it themselves---so lets say they did---besides catching them in a lie, we have nothing else.
If the Govt did set it up with explosives---it was potentially to save lives---there was potentially a terroristic threat that could only be prevented through the means of relinquishing the patriot act which needed an excuse with an obvious popular consensus..I'd say it was a pretty damn good set up and the government has learned alot from all the billions spent in special effects over the years.
Obviously the govt can't alert the people about this threat because it would cause a wide spread panic/ mobs/ vandalism etc..
Whatever the Govt's reasons would have been to set up a premeditated self mutilation of it's own people---is it not a given standard that the Govt only did so because they believed it was liquor in the cabinet?
Maybe they were not right---but they had to do something---
and if it wasn't the government---which is what is the popular opinion---then we would be where we are right now..because even if bush comes out and says they did it but clinton says no they didn't---we still have no evidence--and are again wasting precious considering dead end topics in place of evolving towards whatever human purpose on life is.
