How is 10-7 xavier ranked number 22?

There are no other teams in the country with better records?  I have been trying to figure this out and am stumped. 10-7 team shouldnt be ranked anywhere near number 22.

 They arent. Covers has random rank numbers next to some teams must be old ranks or misprint
