Ok, back to the topic. Yes, it is probably true that cities like Birmingham, Jackson, and Memphis are predominantly black and likely vote Democratic. New Orleans is the same. But let's examine this in greater detail. What does that actually mean?
Many of the areas in the country are more racially equal. Is it the suggestion that these educations systems are better? Are they significantly richer? The facts don't bear that out.
So, going to the points that DSN and Club made, we know this to be true. How do we know? Floyd Brown for one. He has been very vocal about who he targeted with the Willie Horton ad. How about when the Bush team passed out pictures of John McCain's adopted black son in the rural south.
For the last multiple years, rural southern Republicans have run campaigns depicting the evils of homosexuality. In the real world, does this impact the average voter (and I should add that Republicans have made inroads with blacks on this issue, especially in the south)? And DSN is also correct in the rest of the post. It becomes less about voting for a candidate, but rather voting against the other candidate who will do X, Y, and Z, to you. When a candidate does that, they don't have to explain what exactly they are going to do for the voter.
And I should add that DSN is a Republican that don't support the Republican social agenda. That probably gives him pretty good insight.

There are obviously many flawed democratic point of views and policies but this is an obvious one that seems to be ignored all to often.

Are you trying to imply that in some states there is/are policy(ies) that encourage or discourage people from moving around and exercising or eating right? Is there a policy in place that discourages or encourages education and or crime? Most southern states used to be Democratic and they still had less formal education and died earlier. I am still not sure the premise holds up---if that is what it is? Most blacks vote Democrat; most black die earlier than whites. So, you are thinking that voting Democrat is bad for blacks lifestyle? Or you are thinking the Democratic policies have been bad for blacks and southerners in general? So, if they were to vote Republican they might live longer or not choose a life of crime? Maybe they should move to New York? What about the Black Democrat in New York that dies ealier than a White Republican in Alabama? To me there are way too many variables to make a solid link. I agree it may seem initially that because the uneducated, crime-seeking, Republican-voting hicks in the South die earlier, it may seem that this is the reason for it. But I assure you if you go to the south and eat fried foods and quit moving around---it won't matter if you have a doctorate or vote Democrat---chances are you die earlier than you normally would.
