When it comes to total strangers, I'll just interrupt them (I do it on the phone all the time....I'm a recruiter and I can't afford to listen to a person's challenges paying rent for 10 minutes). They are being rude by taking up all your time.....there is nothing wrong with being rude and interrupting them. Do you really care about their feelings? They obviously aren't sensitive to yours.
If you're in a group, just pick your spot (hopefully a bit of a lull in the person's blathering) and say, "so let's hear how this story ends." Once again, nothing wrong with interrupting a person who has no manners themselves IMO. I tend to listen a LOT more than I talk so if someone is pissing me off by hogging the conversation, they have to be pretty bad. So I never feel bad if I have to do something about it.
