" I can not imagine what is going through the heads of these people"
How about 50,000 volts?
Should have a lottery to see who gets to throw the switch. Put me down for $100..............

Fuck the death penalty.
Let these animals spend the rest of their natural lives in the general population of a federal maximum security prison and make sure everyone there knows exactly what they did.

I wonder how old you are, because your logic is juvenile at best.
There's so much that can be discussed with those who don't have a 'belief system' (or maybe that should be, an inherent emotional/mental capacity - in this thread I suspect both present) that can comprehend how 'God can allow this', and I have no intention of spending a great deal of time doing so here (either in this post or future responses), but I put the following forward because the superficial aspects involved in offering 1 explanation are easily/quickly done, and I have difficulty letting the logic of 'God doesn't exist because if he did he couldn't allow this' go unresponded to, so...
To explain how 'God can sit back' and allow this to happen and still be considered 'a loving God' requires, at least hypothetically, belief in the following -
(1) that free-will for human (inter)action is paramount in understanding why any of this (our existence/condition and surroundings) exists - for 'God to intervene/interfere' with free-will on anything like a 'regular basis' (I'm not about to assert such hasn't happened/couldn't happen at all) would repudiate the very meaning of (why) this existence (is/came to be).
(2) that inherent in the process of the progression of growth for a Soul, is the process of multiple human lives = physical (re)incarnation.
(3) that karma exists as the active agent of Universal Law, which is what guides the growth process of a Soul.
Once these are digested, then looking at this event, I'd ask the following question -
If you were told this 3 year old boy in his last life was a Nazi guard in Auschwitz, and that he randomly beat and/or raped to death innumerous captives under his control on mere whimsy, how many posting here would retain to the fullest extent their emotional responses on his nehalf towards those who did this to him?
My asking that in no way at all undermines recognizing that what happened to this boy is beyond vile, and therefore no matter (given these beliefs being true) what he did in any previous existence doesn't mean clapping or celebrating him getting any comeuppance but if the above 3 beliefs are real then it does provide a context for such an event that therefore does not warrant any 'intervention by God'. Suddenly it becomes apparent that what this person gave out in one life (the negative karma he generated through his behaviour as a Nazi guard) he's receiving in another life (this 3 year old boy) - where it was his negative karma to be born to a mother who would provide him with such negative social associations (ie, a beyond vile babysitter) in the first place. This person's negative karma aligned himself to be around others with the same karma, because (universal law lesson #1...) like attracts like.
As I stated at the beginning, this is a mere superficial rendering of a far more complex and involved cosmological system of belief. But once it's digested by at least a half open mind, any assertion that "God can't possibly exist because this happened without "him" stepping in', is rendered void.
