"Quite simply put, (Elliott) has given us a chance," Payne said.
The Blues have played 18 periods of hockey this season and Elliott has appeared in only four of those. Three of those periods were encompassed in a 4-2 win over San Jose, and the fourth was when he relieved Halak at the end of the 5-0 loss to Los Angeles.
Elliott (1-0) has allowed three goals in 80 minutes for a 2.26 goals-against average and a .929 save-percentage. Halak, meanwhile, is 1-4 with a 3.47 GAA and a .835 save-percentage.
"We've said right from the start that performance plays," Payne said. "There are times when you give the ball back to your guy because he is your guy, but there's also times where the guy who is performing is performing, so he plays."
Payne wasn't willing to dissect publicly what is leading to Halak's struggles.
"I think to spend time assessing what we think is going on ... those are our conversations," he said. "We just know we've got work to do. And he, like other parts of our game, have got to get better."
Payne did say that Halak is working to improve.
"You've got a proud athlete," he said. "He knows he's got to get better. He's accountable to it. He's not hiding from that fact. His assessment is no different from ours. We know where we are and we know where we've got to go. He's a good goaltender. He's going to put the work in and he's going to be a good goaltender."
This doesn't appear to be a one-game message sent to Halak. Payne said that it's not set that Halak would start Saturday in Philadelphia. That means Elliott has a chance to make his case tonight.
"The decision hasn't been made," Payne said.
