I just read that Bay County, FL (Panama City) is doing something similar this summer- not sure that it is part of a state or federal mandate- but I think it's a good thing, at least for a significant number of kids- Now I'm curious if this is more of a widespread initiative, and Baltimore has just gotten the bulk of the press in the wake of their recent black eye.....
