Kyler is playing like crap, Cards have a bad run game and a less than average defense. I would expect a sloppy game maybe decided late but it is tough to back the Cards against anyone with how poor he is playing this year.

Sagarin's ratings for the NFL seem too heavy with last year stats. He's got the Chargers 9th, Atlanta 32nd, Jacksonville 20th, NO 23rd. I'm not commenting on this game specifically, I'm just seeing a lot of teams that seem out of place.

His ratings go by what teams have done past 3 weeks vs their A.O.P.R.

I don't see how that could be possible. There are many examples that contradict Sagarin's ratings being based solely on 3 weeks results. For instance, how could the winless #18 Raiders be rated higher than the #20 Jaguars? The Jaguars beat the Chargers by 18 points, and the Titans by 24 points. The Raiders lost to the same two teams by 6 points, and 2 points.
They played the same two teams:
The Jaguars won by a combined 42 points
The Raiders lost by a combined 8 points
Their uncommon opponents were both ranked below #20, (The Raiders opponent was rated 3 points stronger) however, they both lost that game by 6 points.
There are numerous other instances that also seem to contradict the Sagarin ratings being based on the last three games. Look at the Rams. Do they get credit for being blown out by the #1 rated team? They lost to the Bills by 34 points. They've beaten the 30th rated Falcons by 4 points, and the 21st rated Cardinals by 8 points. How does that make them the 7th rated team? The only way this seems possible, is if last year's results are being used along with this year's results in his ratings. The Raiders went to the playoffs last year and the Jaguars were 3-14, while the Rams won the Super Bowl.
