One of my buddies that i thought was my friend got a little carried away and lost 5k in a 2 week span and paid up without any questions. The past week he totally went nuts with my account and lost $8,800 on many crazy parlays and big straight bets. This Jag bag now has the courage to tell me to fuck off and its my problem to deal with.
I have gone to the runner/bookie and told him the situation and the best advice they give me is they can do installment payments. WTF im never trusting anyone again for anything to do with money. I've tried everything to get the money from him, if you have a solution please post it, if not its all good...i fucked up by trusting someone.

I think we need more details: What does this guy do for a living? How was he able to easily pay off $5k asap? How did he tell you it was your problem, not his? What was his justification? Do you know where he lives? Where he works? Do you know his family members and/or close friends? How long have you known him?

First of all, you've done a really stupid thing by lending someone (who's not really a friend) access to your account. I am going to assume you understand how bad you f'd that up.
If this guy has any conscience what-so-ever, you may be able to convince him that he should be making the payments on this payment plan.
You must have a mutual friend, right? This guy had to be introduced to you from someone that he is perhaps closer with? You may want to get this person involved and ask for his/her help. See if his real friend can talk some sense into him.

You don't really have any legal options, so you gotta figure out a way to make this guy understand it would be in his best interest to figure out a way to pay this off. I'm not saying threaten him with physical violence, or hire someone to do so, but you gotta find out what (if anything) is important to him.
