I think the welfare idea was stupid, but understand why some people found the idea attractive. I cant count the times that I have gone to work, and seen poor people passed out in their lawns, or in a park especially when I lived and worked in DC.
When I say anti drug, you should understand, I mean they are most likely anti drug for everyone else. Not necessarily themselves. This is almost to a T how the human brain perceives almost everything, and it is also where the will to rule, and authoritarianism comes from. There is always a perspective that "I can handle it" or "at least I know my limits" that perpetuate these same beliefs in people that do utilize drugs. Most notably alcohol.
I am sure this dude got some toot, and told himself that he could handle it, and "some other people" may have a problem, but he was above that, he was elected to office for Christ's sake. Highly functional addicts are probably even more likely to have this view than normal people who don't partake.
