it is because you dont remember the other times... 5:18 has no significance...neither does 8:03 or 3:20....thats why...
exactly....the time is in your head so you recognize it and remember seeing it
like most on hear already saying they see 11:11 -maybe not for everyone but as a kid I was told when you see 11:11 you make a wish, so when i see the number I remember the number because it has a level of significance in my mind.

For the people saying it is selective memory, I know this can't make sense to you but seriously... it happens.
PokinSmot sees 4:20 a lot because of the selective memory, since he loves weed and 420 is a weed reference. He doesn't notice other times but at 4:20 he says 'HEY! 4:20 again... thats a sign - I need to smoke'
But I'm telling you, I see 12:34 every day. I'm not the type of person to check the clock all day at work or worry about the time, I work until I'm done and get high all day other than that so I really don't care what time it is But every day, very often twice a day, I always check the clock at 12:34 and I can't explain it. I'm a drug using college student who works and has no sleep schedule at all, so its not rare for me to sleep past noon, and at least 20 times in the last year or two I have snapped awake, out of nowhere (and I mean SNAPPED up in bed) and check the clock to see that its 12:34. By now when it happens I know what time it is before I even look, because its the only time I snap awake like that.
